Total sales price includes the item price, shipping and handling, gift wrap and other charges.
Walmart's fee table states rates in two different ways, and the wording is the only thing that tells them apart:

Five categories use threshold rules (Apparel & Accessories, Baby Products, Beauty/Health/Personal Care, Grocery, Outdoor Power Tools) and five use portion rules (Compact Appliances, Electronics Accessories, Indoor & Outdoor Furniture, Jewelry and Precious Metals, Watches). The remaining twenty-five are flat.
Reading a portion rule as a threshold rule on a $1,000 jewellery sale gives $50 instead of $87.50 — you would be under-reserving by $37.50 on a single order. The box above shows that gap for whatever you type in.
